Emmanuel Oribi Dikibo is a transformational executive whose foresight and imagination have solved complex operational problems and delivered revolutionary innovations to municipal government.

He previously worked as a consultant in the oil and gas industry before transitioning to municipal government. In 1995, he joined the City of Boston as the Director of Operations for the Assessing Department. The Assessing Department is responsible for a tax base (the total value of all taxable assessed property) of $176 billion. As the primary source of the city’s revenue, he helps set the department’s agenda and manages its day-to-day activities.

Mr. Dikibo was born and raised in Port Harcourt. He received an MBA from Abilene Christian University and a Bachelor’s degree in Geology from the University of Texas. He lives in Dorchester, Massachusetts, and is married with two children.
